THE Office of the Ombudsman has directed its counterparts in the Visayas to address the cases filed by motorcycle dealers against Land Transportation Office Central Visayas (LTO 7) Director Victor Emmanuel Caindec.The two complaints were endorsed to the Office of the Ombudsman-Visayas after Mandaue City prosecutors denied Caindec’s motion to reconsider their decision to dismiss the cyberlibel cases he had filed against officials of the five motorcycle dealers.SunStar Cebu tried to get Caindec’s side but to no avail as of press time.The criminal cases against Caindec by the motorcycle dealers and the cyberlibel cases filed by him stemmed from the delays in the registration of the motorcycle units sold by the dealers as well as the accreditation of the branches of the dealers after the dealers claimed to have refused the “SOP” being demanded by Caindec.A SOP or standard operating procedure is a euphemism for bribe.The dealers claimed that while Caindec denied demanding SOPs, they alleged that they suffered months of delays in the registration of the motorcycles sold by them to the damage and prejudice of their customers.These criminal cases are the latest cases against Caindec filed with the Ombudsman.In June last year, the Anti-Red Tape Authority (Arta) recommended that Caindec be held liable for violating Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.The Arta also asked the anti-graft office to preventively suspend Caindec.The ARTA also recommended to the Presidential Anti- Corruption Commission to further investigate Caindec for possible violation of RA 3019 or the Anti-Graft and Corrupt Practices Act. / (JKV, PR)
