TWO more children in conflict with the law (CICLs) who bolted from the Cebu City Operation Second Chance (OSC) in Barangay Kalunasan during the weekend were recovered by policemen on Tuesday morning, April 12, 2022.Maj. Jonathan dela Cerna, chief of Guadalupe Police Station, said his personnel were able to fetch the two CICL from their houses after convincing them to return to the facility.Only three CICL remain at large. They must be rescued and returned to OSC, dela Cerna said.Dela Cerna has urged the three CICL to voluntarily turn themselves in to the police or to the OSC.Twenty CICL escaped from the facility last Saturday evening, April 9.Of the 20 CICL who escaped, 15 of them had already been rescued by the police as of Monday, April 11.Police believed that the CICL managed to escape from the facility after OSC personnel were reportedly treating one of their wards who had difficulty breathing.The CICL were able to overpower the guards and OSC personnel by using wooden sticks.
