Assessors from Cebu City, Province to iron out 93-1 deal

FAMILIES occupying the controversial 93-1 lots in Cebu City are now a step closer to finally receiving the title of the lots they have been occupying for more than three decades.This new development came to light after the Cebu City and Cebu Provincial Governments have already directed their respective assessor’s offices to get the valuation of the lot.Related stories:

In an interview on Wednesday, April 6, 2022, Cebu City Councilor Raymond Alvin Garcia said this is now the only lacking requirement before the crafting of the Memorandum of Agreement (MOA) between both local government units (LGUs) will proceed.Garcia said he will meet with his aunt, Cebu Gov. Gwendolyn Garcia on Friday, Apr. 8, to discuss the findings of their respective local assessors on the value of the lots involved in the land swap deal.According to Garcia, the valuation of the lot is a requirement of the Commission of Audit (COA) before both parties can ink the MOA.The councilor said state auditors will ensure that the value of the properties involved in the swap will be reasonable for both parties.“We have to meet a common ground nga ang atong value dili lang kaayo maglagyo kay para inig-abot sa COA, patas-patas,” Garcia added.Garcia further said that the City and Provincial Appraisal Committees will be convened on Friday to discuss and finalize the value of the properties.Last 2018, former mayor Tomas Osmeña and then governor, now vice governor Hilario Davide III signed the deed of donation and acceptance of the lots under the 93-1 deal.However, the deal was declared void after state auditors found that both LGUs had made it without prior consent from COA.Garcia said the two LGUs want to do it right this time and make sure that all procedures and requirements are being adhered to.“We want to start it right, we want to do it correctly. Dili mi ganahan mi masangit sa (We don’t want this deal to hit a snag with) COA,” Garcia said.
