Minors on J. Urgello St. in Sambag 1, Cebu City, are making a mockery of the Philippine National Police’s drive to keep them off the streets after 10 p.m.Yes, they were quiet on the second night the Cebu City Police Office implemented Oplan Bulabog, but that was only because barangay officials were on hand to warn them to go home or face “rescue.”Since then, though, minors have returned to their usual routine, which is to loiter in the streets and scream and shout till the wee hours of the morning. Never mind if the neighborhood just wants to settle in for a good night’s sleep.Those who read my column know that this is not the first time I have written about this problem. In fact, I have been writing about it for the last five years.And let me just say, the barangay and the Abellana Police Station know me by now because I have called them several times to address THE PROBLEM.In fairness to them, especially the barangay, they have tried to put a stop to the ruckus several times. But, as the saying goes, “when the cat’s away, the mice will play.”Because it has boiled down to that. A game of cat and mouse.I understand that they can’t come back every night. I know the barangay and the police have other important matters to attend to.Let’s face it. They can only do so much.But hey, even the Police Regional Office 7 has directed all unit commanders in Central Visayas to enforce the curfew on minors. So that should tell barangays and the local police to up the ante.And please, don’t give me this baloney that the “number of minors rescued on the third day of implementation of Oplan Bulabog has dwindled.”Minors were still up way past midnight Friday, Aug. 12, 2022, here on J. Urgello St. in Sambag 1, Cebu City. And they were up, just minutes past midnight Saturday, Aug. 13, while I was writing this column.Of course, we all know why Oplan Bulabog was revived. Or at least I think I know why.A 16-year-old scholar was killed during a robbery last Saturday night, Aug. 6. Four of his five attackers were minors. Two of them are, in fact, still at large.And yet, I have a feeling that police will forget about Jerome Estan a week from now, especially since they consider the case “solved.”And you know what that means?Residents of J. Urgello St. in Sambag 1, Cebu City, will continue to be at the mercy of these miscreants as they have been these past few years.For once, though, I’d like to be proven wrong.
