Cebu lawyer publishes book on anti-terror law

A CEBUANO lawyer and veteran law enforcement instructor has released the country’s first book on Republic Act (RA) 11479, or the Anti-Terrorism Law of 2020.

The new book of lawyer Clarence Paul Oaminal is titled, “The Anti-Terrorism Law of 2020, A Manual for the Defenders of Humanity.”

Oaminal authored numerous law books, including the “Textbook on the Comprehensive Dangerous Drugs Act of 2002,” which was cited by the Supreme Court in numerous drug cases.

Senate President Vicente Sotto III, who was chairman of the Dangerous Drugs Board with Oaminal as his vice chairman and undersecretary (2008-2010), wrote in the book’s foreword: “This book aims to guide law practitioners and the public in understanding the provisions, most especially the safeguards, of the Anti-Terrorism Law of 2020. As the principal author of The Anti-Terrorism Law of 2020 in the Philippine Senate, I am confident that this book will address the apprehensions of our civilians against any abuses in its implementation.”

The Senate president ends his foreword: “Atty. Oaminal has devoted his professional and personal life to promote justice, protect the nation from the dangerous drugs and a champion of our valiant law enforcers. The efforts of the author in coming with this comprehensive manual is truly laudable.”

Sen. Panfilo Lacson, the Senate principal sponsor of the anti-terror law, in his message for the book of Oaminal, a recipient of numerous awards from the Philippine National Police, wrote: “The manual underpins the intent and merits of the Anti-Terrorism Act of 2020. It endeavors to expound the national scene that validly presents the well-intentioned reform and decision-making of our policymakers. This is one of the first available references for all who seek greater circumspection and understanding about his landmark legislation that seeks to respond to acts of terror against the Filipino people, against humanity and the Law of Nations.”
