UTTERLY nonsensical and clearly political.This was what Cebu Representative Vicente Franco “Duke” Frasco (Cebu, Fifth) and his wife, Liloan Mayor Christina Garcia-Frasco, said in response to the complaint filed against them by two Danao City village chiefs before the Office of the Ombudsman-Visayas on Thursday, March 3, 2022.Barangays Poblacion chief Don Roel Arias and Looc chief Joselito Cane filed a complaint before the anti-graft office against Frasco and his wife for violating Republic Act (RA) 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees and RA 3019 or the Anti-Graft and Corrupt Practices Act.The complaint stems from the ambulances donated by Frasco and his wife to barangays in Cebu’s Fifth District that were registered under the name of the Cebu Provincial Government.In a statement posted on her Facebook page, Christina said the turnover of the ambulances has the “full authority of the Cebu Provincial Government.””In fact, personnel of the Provincial General Services Office were present with all the requisite documents evincing such authority. Further, the ambulances were procured from National Government funds facilitated by Cong. Duke to be downloaded to the Provincial Government upon a Resolution duly passed by the Sangguniang Panlalawigan,” Christina said, in her statementShe also questioned Arias and Cane’s claimthat the ambulances they donated placed their barangays and residents in “grave mortal danger.””Ambulances save lives. Their refusal to accept the ambulances is what gravely endangers the public now deprived of the services of these life-saving vehicles,” Christina said.”Following the logic of the Captains and their principals, apparently it is now illegal for the duly elected representative of the Fifth District of Cebu to serve his constituents in Danao City by providing much needed emergency vehicles, and for his one and only wife to accompany him. To be fair, their refusal to allow our help to reach the people of Danao has been consistent — from pandemic aid, dressed chickens, livelihood assistance, solar streetlights, covered courts and other public infrastructure and now, ambulances. They would rather that the people suffer than receive help,” she added.Though they have yet to receive a copy of the complaint, the Liloan town mayor said she and her husband are looking forward to debunk the claims being made by the two village chiefs.”In truth, the only illegality here is in the taking and continued unauthorized possession of the ambulances out of the spite of bitter political defeat,” she added.
