Espinoza: Not in conflict

Congratulations, Cebu Gov. Gwendolyn Garcia for finally getting vaccinated. This would mean a lot to those who are still in doubt of the efficacy or are afraid of the side effects of vaccines against Covid-19. A few days ago, it was reported that the Cebu governor had her first jab of Sinopharm, a China-made vaccine. Because of her allergies, it took some time for the governor to be vaccinated.With Governor Gwen as a model, there is no reason now for those who are still unvaccinated not to get their first jab of a Covid-19 vaccine while the government is still administering it for free to every Filipino qualified for vaccination. Just imagine, President Duterte’s administration is spending billions to secure these different brands of vaccines from the USA, Europe and China so that everyone of us would be safe amid the Covid-19 pandemic, while some of the vaccines received by the country were donations through the Covax facility.What is sad though is the report that some imported vaccines are about to expire or have expired and yet our country hasn’t reached the cap of the 70 percent vaccinated population in order to achieve herd immunity. In Cebu, Mandaue City has the highest number of vaccinated residents. But there are still places in the country where the vaccination rate is low.The whole of Cebu is now under Alert Level 2, while 39 provinces are already under Alert Level 1. I only wish that Cebu’s Alert Level 2 has nothing to do with Governor Gwen allowing the unvaccinated to travel within Cebu, enter restaurants and entertainment establishments that contradicted the earlier pronouncement of President Duterte for the unvaccinated to stay in their homes.Under Alert Level 2 per Inter-Agency Task Force guidelines as of Feb. 27, 2022, the operations of casinos, horse racing, cockfighting and operation of cockpits, lottery and betting shops, and other gaming establishments are still prohibited, except as may be authorized by the IATF or the Office of the President.In the same IATF protocols for areas under Alert Level 2, activities “may be undertaken at maximum of 50 percent indoor venue capacity for fully vaccinated individuals and those below 18 years old, even if unvaccinated, and 70 percent for outdoor venue capacity.” But employees and workers must be fully vaccinated, and they must strictly maintain the minimum public health standard—simply the wearing of face masks in public places, either indoor or outdoor.Since Alert Level 2 protocols allow the 18 years old, even if unvaccinated, to participate in activities at indoor venues or eat inside restaurants, does it follow that the unvaccinated adults or senior citizens are also allowed to participate in indoor activities or eat inside restaurants? Are we to understand now that Governor Gwen’s stand to allow the unvaccinated persons to move freely and participate in indoor activities, or dine in indoor restaurants is compliant with the IATF’s protocols?Under the IATF protocols, the LGUs are allowed to impose reasonable restrictions on intrazonal and interzonal movement provided that it should not be stricter than those prescribed by higher alert levels, and these restrictions are subject to the oversight, monitoring and evaluation of the Regional IATF.But if only 50 percent of the vaccinated persons are allowed entry to indoor venues, like restaurants and cinemas, then why are the public utility transportation units allowed at 100 percent capacity, when there is even no way for the PUJ drivers to know if the passengers are already fully vaccinated or not? I don’t think the PUJ drivers would even ask the passengers about their vaccination status.
