Ex-Opav chief Dino to get award from City Council

FORMER Presidential Assistant for the Visayas Michael Lloyd Dino is set to be awarded by the Cebu City Council.

Dino, who was handpicked by then President Rodrigo Duterte to lead the Office of the Presidential Assistant for the Visayas (Opav) from 2016 to 2022, will be the first-ever recipient of the Order of Rajah Tupas award of the Cebu City Council.

The award is the highest recognition that the Sangguniang Panlungsod can confer to an individual, said Vice Mayor Raymond Alvin Garcia on Tuesday, Dec. 20, 2022.

Dino will be awarded during the City Government’s celebration of Sangguniang Panlungsod Day on Tuesday night, Dec. 20, wherein former vice mayors and councilors will also be recognized and awarded.

Garcia said Dino was conferred the award through a resolution passed by the City Council.

The Order of Rajah Tupas Award was established and instituted through an ordinance authored by Garcia to “recognize individuals whose deeds of services for the benefit of the City and community transcends through adversity bringing forth new hope and light to Cebuanos inspiring others to serve.”

“Such award aims to encourage, recognize and acknowledge individuals for their heroic deeds, exemplary behavior, extraordinary acts or services in the public interest and other meritorious personal efforts contributing to efficiency, economy, and improvement in the City’s operation,” reads a portion of the ordinance.

Other awardees

The City Council will also be recognizing the city’s former vice mayors who are still alive like Jose Cuenco, Augusto Go, former Cebu City mayor Alvin Garcia, incumbent Mayor Michael Rama, former city councilor Joy Augustus Young, and incumbent city councilor Donaldo “Dondon” Hontiveros.

The vice mayor also said around 40 living former city councilors will also be recognized during the event.

“One of the ways to celebrate it is to honor people in one way or another who were part of the Sanggunian and who have molded Cebu City to what it is today,” said Garcia.

Garcia said posthumous awards will also be given to former members of the City Council who have passed away, but these will be awarded in the succeeding years.
