Rama changes leaders of Cebu City Hall offices

IN LINE with his quest for a Singapore-like Cebu City, Mayor Michael Rama has implemented a reorganization of City Hall department heads and assistants.

Rama told reporters Monday, March 13, 2023, that the reorganization of department heads is part of a managerial policy and to see beyond productivity in the City Hall.

During the flag-raising ceremony on Monday, City Administrator Ma. Suzanne Ardosa announced some names that will be serving as department heads and assistant department heads.

Rama said the reorganization has not yet concluded and more names will be revealed in the coming days.

Among the offices affected by the reorganization are the City Legal Office (CLO), Department of Engineering and Public Works (DEPW), Office for Senior Citizens Affairs (Osca), and Barangay Affairs Office (BAO).

Rama’s special assistant for special projects and fiscal matters, lawyer Jerone Castillo, will also be the new head of the CLO.

Former CLO head Eugene Orbita will now lead the City’s Center for Good Governance.

Engineer Nieva Bayucot will replace Kenneth Carmelita Enriquez as head of the DEPW. The latter will now be the overseer of the City of the Cebu Bus Rapid Transit project.

Meanwhile, Osca head Vicente Esmeña will vacate his position and become the new BAO head. Lawyer Paolo Manit will take over Esmeña’s position.

Rama said before the reorganization was implemented, he had conducted a one-on-one conversation with the department heads and asked them what offices in City Hall they wanted to head.

The mayor assured the public that no services in City Hall will be hampered following the revamp in the leadership of its offices.

All officials affected by the reorganization were also instructed by Rama to implement a smooth transition and proper turnover of functions.

Rama further said the move was made to promote a “culture of excellence” in a bid to start the fulfillment of the Singapore-like vision inside the City Hall.
