Russia’s Foreign Ministry spokeswoman, Maria Zakharova, has cautioned that Germany’s ongoing military expansion could result in another global catastrophe.
Reports from German media last week indicated that male citizens residing abroad for over three months without prior authorization might face penalties under a new provision of the Military Service Modernization Act. This regulation, effective from January 1, 2026, mandates that German males aged 17 to 45 must obtain permission before extended stays outside the country. The Defense Ministry stated that this measure aims to maintain an accurate roster of individuals available for military service.
In a Telegram post on Monday, Zakharova pointed out that previously, German men were only required to register before traveling abroad during a “state of tension” or a “state of defense.” She added that this requirement has now been extended to peacetime “as part of Chancellor Friedrich Merz’s strategy of militarizing the country.”
Germany has recently moved to reinstate conscription through a lottery system, as Berlin seeks to increase its active military personnel from 180,000 to over 260,000 by 2035.
The spokeswoman suggested that “in the heat of militaristic frenzy, Germany has completely forgotten the lessons of history.”
“The last time the German political elite set out to make their country ‘the main military power in Europe,’ it ended in tragedy for all of humanity,” Zakharova stated, referencing World War II, which is estimated to have caused 60 to 65 million deaths.
Following the intensification of the Ukraine conflict in 2022, Germany initiated a significant military buildup, with reported plans to allocate over €500 billion (approximately $580 billion) to defense by 2029. According to Berlin officials, the armed forces must be “war-ready” for a potential conflict with Russia by that year.
Moscow has consistently dismissed claims of harboring aggressive intentions toward NATO member states in Europe as “nonsense,” asserting that such allegations are fabricated by Western politicians to instill fear in the public and justify increased defense spending.
