11 of 12 drug-positive Mandaue City Hall workers terminated

ELEVEN of the 12 employees working for the Mandaue City Government who failed a surprise drug test conducted at the City Hal in January this year have been terminated from their work. This was disclosed by Damaso Tumulak, head of the City’s Human Resource Management Office (HRMO), after the confirmatory test results of those who tested positive during the drug screening in the first week of January 2022 were released this week.Tumulak said of the 12 employees that failed the January drug test, 11 were job order (JO) workers while one was a regular employee.Ten of them were assigned at the city’s Department of General Services while two others were detailed at the Mandaue City Environment and Natural Resources Office. The 11 JO workers’ employment status at the City has been terminated already while the regular employee is facing a six-month suspension without pay, Tumulak said.Despite their termination, the 11 former JO workers have been advised to undergo a drug rehabilitation program at the city’s Outpatient Recovery Clinic for six months. The regular employee has been told also to do the same.In a separate interivew, City Administrator Jamaal James Calipayan said the employees have the final say whether to undergo rehabilitation at the recovery clinic or avail themselves of a private rehabilitation program.Tumulak emphasized that they believe in reforming City Hall employees exposed to illegal drugs, which is why the employees have to undergo rehabilitation so they could live a normal life thereafter. However, Calipayan clarified that the terminated employees, regardless of their work status, could still report back to work at City Hall should they be given certification and recommendation from the recovery clinic.Tumulak said the City’s efforts in reminding their employees to have a drug-free workplace have been sufficient.Meanwhile, Tumulak said the confirmatory test results of those 16 employees who recently tested positive for drugs in a separate surprise drug screening in mid-February have yet to be released.
