AFTER receiving multiple complaints, the Cebu City Government has issued a cease and desist order against a waste management facility that was identified as the source of the foul stench in Barangay Inayawan, Cebu City for over a week already.In a press conference on Monday, April 25, 2022, Mayor Michael Rama said the Department of Public Services conducted an investigation that uncovered the origin of the disturbing odor.“I have ordered today the issuance of a cease and desist order against Bio-Nutrient Waste Management Inc. owned and operated by one Emma Ramas. Its composting operations have caused foul smell in its surroundings in Inayawan,” said Rama.Rama said the facility does not serve the city government but private clients.However, the mayor did not provide the specific violation that the facility had committed.According to Rama, the foul smell is a “very good reason” for the facility to cease its operations.The mayor also clarified that the city’s garbage transfer station situated near the landfill in Inayawan did not cause the unpleasant odor.On Sunday, April 24, the City Environment Sanitation Enforcement Team issued a citation to the facility. Only when it can comply with the city’s requests will it be able to operate again.In a message sent to SunStar Cebu, Ramas said she had not been involved in the operations of the facility for over a year already since the city government had not given any contract to collect bio-waste in the city.“I do not own the facility and cannot control what is going on there,” said Ramas.Mayor Rama further said the health and well-being of the people residing in the area will be checked by the city health department and the barangay health center.Bio-Nutrient Waste Management Inc. is a Cebu-based composting facility that transforms biodegradable waste into organic fertilizer.
