Police to launch probe on kids’ video

THE Cebu City Police Office (CCPO) will conduct an investigation into a video that shows children trying to destroy the railings put up by the City Government around the Carbon Public Market.The railings were put up by market authorities to block protesters opposed to the Carbon modernization project.The video uploaded on social media show children trying to knock down the railings.This prompted Cebu City Councilor Joel Garganera to ask the help of the police, the Department of Social Welfare and Development in Central Visayas and the Commission on Human Rights in Central Visayas (CHR 7) to intervene on the matter.Garganera called for the probe as he believes the children acted upon the orders of their parents who are vendors of Warwick Barracks and Freedom Park who had refused to transfer to their new stalls at the Interim Market in Barangay Ermita.Colonel Janette Rafter, CCPO’s chief of operations, said although they have not yet received an official complaint, they will take steps to find out if the children did it on their own or if they were just influenced by their parents.“We will coordinate with CSWD (City Social Welfare and Development) to conduct a joint investigation on this matter because we have to determine whether the children did it voluntarily or they were forced because otherwise if they were forced that’s another story,” Rafter said.Rafter said children should not engage in protests to keep them from being harmed.She said once they can identify the parents, they will summon them for an intervention seminar to avoid repeating the incident.The police also welcomed the move of CHR 7 to look into the plight of the children.Rafter said after the investigation, they will identify the steps to be taken to protect the children.
