Standing passengers allowed long before LTFRB order

THE Cebu City Transportation Office (CCTO) has been allowing standing passengers inside public utility vehicles (PUVs) long before the order of the Land Transportation Franchising and Regulatory Board (LTFRB) came out Monday, September 26, 2022.CCTO executive director Paul Gotiong told SunStar Cebu Wednesday, September 28, that they had lessened the capacity restrictions to PUVs but only during peak hours.“We already had prior agreement to allow them during peak hours in order to assist our commuters going home since we noticed long queues,” said Gotiong.Under LTFRB’s Memorandum Circular 2022-070, public utility buses and modern public utility jeepneys in areas under the least restrictive Alert Level 1 classification are allowed to have standing passengers.Gotiong added that by allowing passengers to stand inside PUVs, the demand for public transport during peak hours will be mitigated.
