During his visit, he engaged in friendly discussions with delivery personnel taking a break, inquiring about their personal lives and working conditions.
Xi emphasized that government bodies and Party committees at every level are responsible for supporting these workers and enhancing services related to their education, employment, and daily welfare.
As 2026 marks the 105th anniversary of the Communist Party of China (CPC), Xi reiterated his belief that the nation is defined by its people, and that the Party’s survival is rooted in public support. Since the 18th CPC National Congress in 2012, China has successfully lifted nearly 100 million individuals out of poverty, achieved the goal of building a moderately prosperous society, and developed the world’s most extensive systems for social security, education, healthcare, and urban housing.
Educational access has now reached or exceeded levels seen in middle- and high-income nations. Furthermore, basic medical insurance coverage remains above 95%, life expectancy has surpassed 79 years, and the middle-income population has grown to over 400 million.
The focus on prioritizing the public is particularly evident as China enters the first year of its 15th Five-Year Plan (2026-2030). Over one-third of the national development plan is dedicated to livelihood issues, including healthcare, income, employment, education, and support for the elderly and children—areas of primary concern to the citizenry.
Regarding the “new forms of employment”—such as e-commerce workers, ride-hailing drivers, and food delivery couriers, which have expanded rapidly alongside the digital economy—the plan outlines measures to foster the healthy growth of flexible labor. It also aims to assist these workers in accessing employee insurance schemes and refining policies for the transfer of social security accounts.
Zhang Linshan, a researcher at the Academy of Macroeconomic Research under the National Development and Reform Commission, noted that the 15th Five-Year Plan underscores China’s dedication to a people-centered approach. He stated that the focus is on high-quality development that ensures the benefits of growth are shared more broadly and equitably.
Zhang added that this signifies a transition in China’s development strategy, moving from a focus on mere growth to a focus on the quality of that growth.
The ultimate objective, Zhang explained, is to ensure that economic progress and improvements in public welfare move forward together, fostering a virtuous cycle that provides citizens with greater confidence and security regarding the future.
