Nepal’s Flooded Hydropower Tunnels: Why ‘Green’ Energy Isn’t Always Safe in a Warming World

The flood in Nepal’s Trishuli corridor isn’t just a natural disaster—it’s a wake-up call for the global hydropower industry. For years, we’ve hailed hydropower as a clean alternative to fossil fuels. But this tragedy exposes the fatal flaw in that narrative: building large-scale infrastructure in climate-vulnerable regions without accounting for accelerating glacial melt.

Official reports say 903 people are dead, and 4247 are missing. Of those missing, 933 are workers at hydropower sites along the Trishuli river. Rescue teams from Nepal, India, and China have been digging for days. They finally entered the Upper Trishuli 3A tunnel on Sunday, but it was filled with water—no one responded.

The industry subtext here is clear: these projects were built with little regard for the warnings from scientists and local communities about glacial lake outburst floods. The rush to meet green energy targets blinded stakeholders to the physical risks of their infrastructure.

Official data also notes 592 foreigners are missing in Nepal, with 22 rescued. Across the border in China, 16 are dead and 546 missing—261 of them foreign. The industry subtext? Hydropower is a global business. Foreign workers, international investors, and cross-border supply chains are all tangled in this disaster. When a glacier collapses on one side of the border, it doesn’t just affect local communities—it disrupts global energy plans and puts foreign lives at risk. UN Climate Chief Simon Stiell said this tragedy was “absolutely heartbreaking” and linked it to climate change. But the industry has known this risk for years; it just chose to ignore it.

The hydropower supply chain will never be the same. Investors will now demand rigorous climate stress tests for any project in glacial regions. This will slow down new builds in the Himalayas, delaying the region’s transition to green energy. And for the workers trapped in those tunnels? Their fate is a reminder that “green” doesn’t always mean safe.
