The Russian Security Council has stated that the United States and Israel might be using discussions with Iran as a cover to prepare for a ground offensive against the country.

The initial round of negotiations between Washington and Tehran, held in Islamabad, Pakistan over the weekend, did not yield any significant progress. Iranian officials attributed the lack of a breakthrough to “unrealistic demands” from the American side, but affirmed their willingness to continue pursuing a diplomatic resolution to the conflict. US President Donald Trump indicated on Tuesday that a subsequent round of talks could occur at the same location “over the next two days.”

In a statement released on Tuesday, the office of the Russian Security Council issued a warning, stating that “the US and Israel may use peace talks to prepare for a ground operation against Iran.”

This assessment is based on the observation that “the Pentagon continues to build up the US grouping in the region” even while negotiations are ongoing, according to the key body headed by Russian President Vladimir Putin.

The US-Israeli attack on Iran on February 28 occurred while Tehran and Washington were engaged in discussions concerning Iran’s nuclear program, the lifting of sanctions, and broader regional security matters. In June of the previous year, Israel also conducted airstrikes on the Islamic Republic’s nuclear facilities amidst US-Iranian talks, triggering a 12-day conflict with Tehran.

“If the negotiations fail to achieve the intended goals, the hostilities may resume with greater intensity after two weeks,” the statement read.

Trump had previously suggested that he did not intend to extend the two-week ceasefire with Tehran, which is scheduled to end on April 22. He told ABC News that the conflict “could end either way, but I think a deal is preferable because then they [Iran] can rebuild.”

Tehran has expressed its desire for a permanent cessation of hostilities rather than an extension of the truce, seeking a final agreement that would include assurances against future attacks, sanctions relief, and the right to continue uranium enrichment for peaceful purposes.

According to the Russian Security Council’s evaluation, Iran “still possesses a significant stockpile of weapons” that could enable it to resist further aggressive actions by Washington and West Jerusalem.

The country’s civilian and military leadership remains stable, and Iranian society has unified behind the government in Tehran since the US-Israeli attack approximately a month and a half ago, the council added.

Iranian parliament speaker Mohammad Bagher Ghalibaf, who led Tehran’s delegation at the talks in Islamabad, had previously warned that the Islamic Republic was prepared for a potential ground invasion by American troops and would “rain fire upon them.” Tehran also cautioned that it would retaliate against a land operation by targeting energy infrastructure in the Gulf states.
