Hangzhou’s Binjiang District Rises Through Tech Innovation, Cultural Hits, and Talent Dreams in Synergy

In December 2025, a cross-border dance video went viral on social media after Tesla CEO Elon Musk shared a performance featuring six silver humanoid robots, commenting simply: “Impressive.”

In this 72-square-kilometer area south of the Qiantang River, intelligent humanoid robots are advancing rapidly, China’s “new three cultural exports” (online literature, web dramas, and games) are gaining international recognition, and skilled professionals are converging, collectively generating increasingly “impressive” achievements for Binjiang.

Embodied Intelligence Robotics Walking from Lab to Real Life

Unitree’s dancing robots represent more than entertainment—they offer a glimpse into Binjiang’s thriving artificial intelligence sector.

“Those seemingly simple movements require precise coordination of motors, motion programming, and mechanical components working in perfect synchronization,” explained Unitree CEO Wang Xingxing. His team invested three years in developing core technologies to achieve highly flexible and responsive robot joints. Today, these versatile robots serve functions beyond entertainment, with applications in manufacturing, elderly care, and other sectors. During the first three quarters of this year, Binjiang’s industrial output increased by 11.3 percent, marking three consecutive quarters of double-digit growth, driven primarily by its leading AI enterprises.

Cultural Exports Help Make Chinese Stories Go Global

If intelligent robots represent Binjiang’s “muscle,” its “new three cultural exports” constitute its “soft power approach.”

At NetEase Games, Naraka: Bladepoint combines traditional Chinese aesthetics with proprietary technology, featuring dynamic bamboo forest lighting and realistic martial arts movements. The game has sold over 20 million copies globally, with millions of international players studying its combat techniques and expressing admiration for its architectural design online. Eastern martial arts culture is spreading rapidly through digital platforms.

Legend of Zanghai (adapted from an online novel), produced by Hangzhou Nanpai Investment Management Co., Ltd., has been licensed in 190 countries, reaching number one in 23 markets. Traditional crafts such as mortise-and-tenon joints and shadow puppetry have captivated international audiences. “Cultural exports are about establishing emotional connections. We narrate Chinese stories through an Eastern perspective,” stated a company spokesperson.

Supporting these successes is China Internet Writers Village, where 325 renowned writers reside. More than 300 popular works have been adapted into films, games, and other formats through an expedited IP development and transfer process, reaching over 160 million international readers.

Binjiang supports these creators through a 500-million-yuan fund and cultural innovation incentives designed to address financing challenges for small creative enterprises. In the first half of this year, Binjiang’s cultural exports generated 52.35 billion yuan in revenue and 550 million U.S. dollars in export value, the highest in Hangzhou, according to the Information Office of the People’s Government of Hangzhou Binjiang District.

Talent Magnet Enables Dream Chase without Stress

Binjiang’s success fundamentally rests on its people. With an average age of just 33.5 years, the district has attracted over 500,000 talented professionals, accounting for 3 percent of Zhejiang’s total talent pool while occupying less than 0.1 percent of the province’s land area.

Binjiang’s talent incentives are highly competitive, offering up to 20 million yuan in startup funding for top overseas professionals. Over 1,100 talent projects have been launched in 16 years, resulting in nine publicly listed companies. This year’s policy enhancement increased funding from 100 million to 1 billion yuan.

Work-life balance is readily accessible in Binjiang. On-site kindergartens align with working hours and provide dinner and after-school care, while senior day care centers support elderly family members. Additionally, the proximity of business partners facilitates convenient industrial collaboration. Substantial investments in computing power and data infrastructure enable local talent to concentrate fully on pursuing their ambitions.

Najing Science and Technology CEO Gong Yongxing has experienced these benefits directly: his company received tens of millions in support, and the government facilitated school enrollment for his team members’ children. “Here, we can devote all our energy to innovation and research without distractions,” he stated.
