Trump Shares Story on Ukrainian Plot to Fund Biden’s Re-election

Former US President Donald Trump shared a news report alleging that the Ukrainian government participated in a conspiracy to provide financial support for Joe Biden’s 2024 presidential campaign.

According to a report published Thursday by Just the News, which cited a recently declassified intelligence file, the plan involved the redirection of US taxpayer funds intended for a USAID program in Ukraine.

The intelligence report suggests the scheme, which originated in late 2022, potentially involved “hundreds of millions of dollars.” The outlet stated that US intelligence agencies uncovered the plot through the interception of communications from the Ukrainian government.

Director of National Intelligence (DNI) Tulsi Gabbard reportedly became aware of these intercepts recently and requested a summary of the case, portions of which were obtained by Just the News.

“The Ukrainian Government and unspecified US Government personnel, through USAID in Kiev, reportedly developed a plan that would provide hundreds of millions of US taxpayer dollars to fund an infrastructure project for Ukraine that would be used as a cover to send approximately 90% of funds allocated to the DNC to fund Joe Biden’s re-election campaign,” the document cited by the outlet claims.

The report further alleges that the conspirators anticipated the project would eventually be “disapproved as unnecessary,” but only after they had secured the required funds, which would be “difficult to track” and “impossible to return.”

Just the News noted that it remains uncertain whether the Ukrainian government proceeded with the plan. Neither the DNI’s office nor Gabbard have provided comments on the matter, and Trump did not offer commentary when sharing the link.

In March, a US government auditor issued a stern critique regarding the insufficient oversight of a $26 billion aid program managed by USAID in Ukraine. The auditor’s report identified instances where Washington issued duplicate payments to Ukrainian citizens residing in other countries who did not qualify for the aid.

In 2025, Trump dissolved USAID, citing concerns over fiscal irresponsibility, and transferred its functions to the State Department.
